Lieutenant Colonel Scott S. Lacy

Lieutenant Colonel Lacy was born on 5 December 1969 in Torrance, California. He holds a Bachelor of Arts in International Affairs from the George Washington University (GWU) and a Masters of Military Studies from the Marine Corps Command and Staff College. Lieutenant Colonel Lacy entered the Marine Corps through the Naval Reserve Officers Training Corps program at GWU in 1992.
Following The Basic School, then Lieutenant Lacy attended the Field Artillery Officers Basic Course in Fort Sill, Oklahoma. Upon graduation, he was assigned to Battery T, 5th Battalion, 11th Marines, 1st Marine Division where he served as a forward observer, fire direction officer, headquarters platoon commander, and executive officer. He deployed twice, first as a forward observer with Battalion Landing Team (BLT) 3/5, 31st Marine Expeditionary Unit (Special Operations Capable) in 1994, then, in 1996 as the battery executive officer with BLT 1/4, 13th Marine Expeditionary Unit (Special Operations Capable). He was promoted to Captain in October 1996.
In November 1996, Captain Lacy transferred to Marine Corps Security Force Company, Naval Air Station, North Island, California. He served concurrently as the Marine Corps Regional Cadre Liaison Officer and as the Regional Force Protection and Security Training Officer for Commander, Navy Region South West until his transfer in December 1998. From January 1999 to June 1999, Captain Lacy attended the Field Artillery Captains Career Course.
Upon graduation, he was assigned to 3rd Battalion, 11th Marines in 29 Palms, California. In August 1999, Captain Lacy took command of Battery K, 3rd Battalion, 11th Marines and served as Commanding Officer until his transfer in May 2001. During this period, he deployed with Kilo Battery to Okinawa, Japan as part of the Unit Deployment Program.
In May 2001, Captain Lacy transferred to Headquarters Battery, 14th Marine Regiment in Fort Worth, Texas for service as the Battery Inspector-Instructor. He was promoted to major in May 2002.
In June 2004, Major Lacy transferred to the Marine Corps Command and Staff College, Quantico, Virginia. He graduated in June 2005 having completed his Masters of Military Studies.
In July 2005, Major Lacy joined 2nd Battalion, 11th Marines where he served as operations officer until assigned to the I Marine Expeditionary Force G-10 (Transition Teams) for service as Team Leader, Military Transition Team 0841. He deployed to Operation Iraqi Freedom from November 2005 to November 2006, operating primarily in the provinces of Karbala and Najaf. Upon his return, Major Lacy served as the executive officer of 2nd Battalion, 11th Marines until his transfer in June 2007.
In July 2007, Major Lacy reported to Headquarters Marine Corps for duty as the Artillery and Civil Affairs Occupational Fields Sponsor, Ground Combat Element Branch, Plans, Policies, and Operations Department. He was promoted to his present rank in February 2008.
Lieutenant Colonel Lacy’s decorations include the Bronze Star Medal, Navy Commendation Medal with two gold stars and the Combat Action Ribbon.
LtCol Lacy is married and has four children.
